LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATURE 1st CALLED SESSION - 2005

June 23, 2005

TO:
Honorable Jim Keffer, Chair, House Committee on Ways & Means

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB4 by Isett (Relating to certain limitations on the ad valorem tax rates of certain taxing units.), As Introduced

No fiscal implication to the State is anticipated.

Since the bill would not apply to school districts, no fiscal implication to the State is anticipated.

Local Government Impact

Since the bill may reduce the maintenance and operations rollback tax rate factor, it may provide an incentive for the applicable taxing units to set future tax rates at a lower amount than the taxing units might approve under current law.

Passage of the bill could also increase administrative and printing costs for appraisal districts and collection offices. The Tax Code currently requires tax bills to contain ten items of information. This bill would add two more items.
