Amend CSHB 2 in Part B, Article 2, of the bill by adding new
appropriately numbered SECTIONS to read as follows and renumbering
subsequent SECTIONS of Part B, Article 2, accordingly:
SECTION 2B.__. Section 28.002, Education Code, is amended
by adding Subsection (d) to read as follows:
(d) In identifying the essential knowledge and skills of
United States history at the high school level, the State Board of
Education shall consult with an advisory committee appointed under
this subsection in addition to those persons with whom the board is
required under Subsection (c) to consult. Each member of the board
shall appoint to the advisory committee a person to represent that
member on the committee. Each representative serves at the will of
the appointing board member and must be a person with expertise in
one or more areas of United States history. The board must include
among the essential knowledge and skills of United States history
at the high school level that the board identifies, knowledge and
skills of United States history from the colonial period through
the present. The amount of class time at the high school level
provided to study United States history that occurred before 1877
and the amount of testing at the high school level over history that
occurred before 1877, including any assessment required under
Section 39.023, must be as equal as practicable to the amount of
class time and testing at the high school level for history
beginning in 1877.
SECTION 2B.__. As soon as practicable after the effective
date of this Act, the State Board of Education shall identify the
essential knowledge and skills of the public school United States
history curriculum at the high school level in accordance with
Section 28.002(d), Education Code, as added by this Act, and
approve new United States history instructional materials in
accordance with Section 31.0253, Education Code, as added by this
Act.
