A BILL TO BE ENTITLED



AN ACT



relating to financing children's health insurance.                            

	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        

	SECTION 1.  In addition to amounts previously appropriated 

for the state fiscal biennium ending August 31, 2007, $200 million 

is appropriated out of the general revenue fund to the Health and 

Human Services Commission for the two-year period beginning on 

September 1, 2005, for the purpose of providing services related to 

the Children's Health Insurance Program to all children eligible to 

receive those services.

	SECTION 2.  This Act takes effect September 1, 2005, if it 

receives a vote of two-thirds of all the members elected to each 

house, as provided by Section 39, Article III, Texas Constitution.  

If this Act does not receive the vote necessary for immediate 

effect, this Act takes effect on the 91st day after the last day of 

the legislative session.
