R E S O L U T I O N
WHEREAS, A 60th birthday is indeed cause for celebration, and on August 13, 2005, the Reverend Cecil R. Proctor of DeSoto is marking this happy occasion in his life at a party among his family and friends; and WHEREAS, The founder and pastor of the Neighborhood House of Prayer Outreach Church in Dallas, Reverend Proctor was licensed and ordained through the Church of God in Christ (COGIC), Inc., in 1987 and for the past 10 years, he has served as assistant superintendent for the Spiritual Life District; he has further distinguished himself as chief assistant to Bishop James Edward Lee of the Texas East Jurisdiction of COGIC, Inc., and he has touched the lives of many viewers and listeners through his Sunday service telecasts on DCTV and broadcasts on KGGR 1040 Radio; and WHEREAS, This esteemed clergyman has long contributed to his church and community through his myriad endeavors, including the establishment of the Neighborhood Christian Learning Center Outreach, which he serves as administrator, and the Neighborhood Outreach Center of Hope, a Christian rehabilitation center and shelter he founded in 1986 for former prison inmates and drug addicts; and WHEREAS, He has been justly recognized for his religious and community service with a 2000 Child Care Group Achievement Award, and he was also named Pastor of the Month by KHVN 970 AM Radio; and WHEREAS, For nearly 25 years, Cecil Proctor has provided guidance and spiritual leadership for countless people who have sought his wisdom and counsel, and it is most fitting that he be recognized at this time for his unwavering commitment to his faith, his family, and his community; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature, 2nd Called Session, 2005, hereby congratulate the Reverend Cecil R. Proctor on the joyous occasion of his 60th birthday and extend to him sincere best wishes for continued success and fulfillment; and, be it further RESOLVED, That an official copy of this resolution be prepared for Reverend Proctor as an expression of high regard by the Texas House of Representatives.
