R E S O L U T I O N
WHEREAS, Dr. H. B. Bell is retiring from his position as associate superintendent of alternative programs for the Dallas Independent School District (DISD) in August 2005, bringing to a close an exceptional career with the district that has spanned more than 40 years; and WHEREAS, A graduate of Prairie View A&M University, where he earned his bachelor's and master's degrees, this outstanding Texan received his doctorate of education from East Texas State University, as well as his superintendent certificate; and WHEREAS, Following a two-year tenure with Rust College in Mississippi, Dr. Bell began his service to DISD in 1963 as an English teacher at James Madison and L. G. Pinkston High Schools; through the years, he has held the positions of assistant principal, acting principal, educational planner, director of the Teacher Education Center, deputy associate superintendent, assistant superintendent, division executive of professional development, executive principal, and special assistant to the general superintendent; in his current role as associate superintendent of alternative programs, he has supervised numerous programs and departments supporting at-risk youth; and WHEREAS, Dr. Bell has further distinguished himself through his involvement in organizations such as the Dallas School Administrators Association, National Association of Secondary School Principals, National Council of Teachers of English, National Alliance of Black School Educators, and National Association for the Advancement of Colored People; moreover, he is a valued member of Alpha Phi Alpha and Phi Delta Kappa, has taught in the Department of Administration and Supervision at East Texas State University, and has presented papers at a number of education conferences throughout the state; and WHEREAS, Highly recognized for his record of achievement, Dr. Bell has received the Outstanding Urban Educator and Outstanding Administrative Leadership in Education awards, and he has been recognized as a Distinguished Alumnus by both Prairie View A&M and East Texas State Universities; and WHEREAS, Dr. H. B. Bell's efforts throughout the past four decades have helped countless young Texans along the path to successful futures, and it is indeed fitting to recognize his dedication to providing for the diverse educational needs of Dallas-area students; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature, 2nd Called Session, 2005, hereby congratulate Dr. H. B. Bell on his retirement from the Dallas Independent School District and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Dr. Bell as an expression of high regard by the Texas House of Representatives.
