R E S O L U T I O N
WHEREAS, Constable Ruben Davis of Missouri City is celebrating his 50th birthday in August 2005, and this memorable occasion provides a fitting opportunity to recognize him for his many contributions to the field of law enforcement in Texas; and WHEREAS, A graduate of the University of Houston with a bachelor's degree in criminal justice, Constable Davis earned a master's degree in counseling from Prairie View A&M University and holds a master police license, the highest license in the Lone Star State, as well as a number of additional certifications; and WHEREAS, This outstanding Texan currently serves as constable of Precinct 2 in Fort Bend County; he brought to his post a wealth of experience, having retired from the Houston Police Department as a senior supervisor after 21 years of exemplary service; his career achievements to date are numerous and include membership on the Executives Police Session Project for Community Oriented Policing, the establishment of a series of police seminars for teens, co-authoring a booklet to assist new minority supervisors, and creating the first Community Liaison Deputy Program in Fort Bend County; and WHEREAS, Highly regarded by his peers, Constable Davis has further distinguished himself through his involvement in such organizations as the NAACP, Chi Sigma Iota Honor Society, Houston Police Officers Association, Houston Area Chief of Police Association, and the International Association of Police Chiefs; currently a member of the YMCA Fort Bend County Board of Directors, he is also the Region 5 vice president of the National Organization of Black Law Enforcement Executives and has twice served as president of its Houston chapter; and WHEREAS, Throughout his career, Ruben Davis has set an inspiring example for others to follow, and it is indeed a pleasure to honor him at this time; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature, 2nd Called Session, hereby congratulate Constable Ruben Davis on his 50th birthday and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Constable Davis as an expression of high regard by the Texas House of Representatives.
