R E S O L U T I O N
WHEREAS, After 16 years of exceptional service with the Texas
Education Agency, Joe Wisnoski of Austin is retiring on August 31,
2005, from his position as deputy associate commissioner for school
finance and fiscal analysis; and
WHEREAS, During thousands of hours of legislative hearings,
Mr. Wisnoski has provided clear answers to countless questions
about the state's funding of public schools with limitless patience
and a calm demeanor; he has become the legislators' "go to guy" for
the most complicated of questions on school finance, and school
board members, superintendents, and school business managers have
learned to rely on him for timely and accurate information about
actions of the legislature; and
WHEREAS, With the responsibility for overseeing such
lighthearted topics as the calculations of state aid to public
schools, administering wealth equalization provisions, and
providing projections of student attendance and costs, he has every
reason to have assumed the qualities of the "pointy-haired boss"
found in the Dilbert comic strip, but the widespread esteem in which
he is held is sure proof that any alleged physical resemblance is
merely coincidental; and
WHEREAS, Born in Dallas in 1953, Mr. Wisnoski has a master's
degree in business administration from The University of Texas at
Austin; he attended St. Pius X School and Bishop Lynch High School
and graduated with highest honors from UT with a bachelor's degree
in philosophy in only three years, demonstrating serious egghead
tendencies long before ever dipping a toe into the choppy waters of
school finance; and
WHEREAS, He had been employed by the Governor's Office of
Budget and Planning, the Comptroller of Public Accounts, and the
Texas Higher Education Coordinating Board before throwing all
caution to the wind and making his move to the TEA in 1989; and
WHEREAS, In his rare bouts of leisure, Mr. Wisnoski enjoys
spending time with his family, which includes his wife of nearly 30
years, Ara, and their daughters, Jennifer and Jessica, as well as
gardening, fishing, cooking, and traveling; he is also active in
his church, and his faith has no doubt served him well throughout
his career; and
WHEREAS, With a well-deserved reputation for integrity and
commitment to his work, Joe Wisnoski has truly been an asset to his
agency and to state government, and he is to be highly commended for
a job well done; now, therefore, be it
RESOLVED, That the House of Representatives of the 79th Texas
Legislature, 2nd Called Session, hereby honor Joe Wisnoski for his
exceptional tenure with the Texas Education Agency and extend to
him sincere best wishes for success and happiness in all his future
endeavors; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Wisnoski as an expression of high regard by the
Texas House of Representatives.
