SENATE RESOLUTION NO. 9
WHEREAS, The Senate of the State of Texas is pleased to join
citizens across the state in recognizing the 40th anniversary of
Medicaid, which is being celebrated July 30, 2005; and
WHEREAS, Medicaid is a cooperative venture funded jointly
by federal and state governments to assist the states in furnishing
medical assistance to certain individuals and families with low
incomes, most of whom would otherwise go without health care or
rely on charity; and
WHEREAS, More than 2.6 million Texas senior citizens,
children, pregnant women, persons with disabilities and low-income
families have access to lifesaving medical care each year under
Medicaid; and
WHEREAS, Medicaid provides funds that help seven out of
every 10 nursing home residents, provides prenatal care for half
of the children born in Texas and provides health insurance
for hundreds of thousands of Texans who could not get private
insurance at any price, such as persons with disabilities;
Medicaid and the Children's Health Insurance Program insure one
of every three Texas children; and
WHEREAS, Medicaid is vital to our state and local economies,
as it is the number one source of federal funds in Texas' state
budget and assures tax dollars are returned to Texas; Medicaid
funds help underwrite costs for training doctors, nurses and
other health care providers and make community services, such as
trauma care, available to all Texans; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
79th Legislature, 2nd Called Session, hereby recognize Medicaid
for the critical role it plays in the health care of this state's
most vulnerable citizens; and, be it further
RESOLVED, That a copy of this Resolution be prepared as an
expression of appreciation from the Texas Senate.
