SENATE RESOLUTION NO. 18
WHEREAS, The Senate of the State of Texas is pleased to recognize the Honorable Dolores Briones for her years of outstanding service to the citizens of El Paso and El Paso County; and WHEREAS, Dolores Briones has taken her dedication to public service into the fields of health, education, and human services, and by so doing, she has helped to give voice to those who are least able to speak for themselves; and WHEREAS, Dolores Briones was born and raised in El Paso; she graduated from Stanford University in 1974 and earned a master's degree in social work from The University of Texas at Austin; she soon returned to El Paso to raise her family and begin her life's work; and WHEREAS, She became a member of Leadership El Paso and worked in the area of education to help bring funding to The University of Texas at El Paso; through her work with the El Paso Interreligious Sponsoring Organization, Dolores uncovered the historical abuse and exploitation by developers of the families living in the Third World conditions of the colonias and the neglect of these people by officials; her untiring efforts to expose the squalor of life in the colonias led to policy changes, legislation, and funding to aid the residents of these communities; and WHEREAS, Dolores Briones has contributed to the civic life of El Paso throughout the years in numerous ways; in 1982, she was elected to serve on the City Charter Commission to revise El Paso's city charter, and she served as a casework supervisor and program analyst for the El Paso Council on Aging; she is a founding member of the Hispanic Women's Network of Texas; and WHEREAS, Dolores Briones was elected El Paso County judge in 1998, and in 2002, she became the first El Paso County judge to be elected to a second term in 24 years; in 2003, she received a Texas Association of Counties Best Practices Award for Superior Innovation for her "Strong Families Strong Future" initiative; and WHEREAS, Her other awards include the 2003 National LULAC President's Award and the 2005 Civil Rights Award by the Martin Luther King, Jr., Committee; in 2005, she also received the Nolan Richardson Woman of the Year Award and the National Good Housekeeping Women in Government Award; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 79th Legislature, 2nd Called Session, hereby commend Judge Dolores Briones for her years of exceptional service to El Paso and the citizens of El Paso County and recognize her as a treasured citizen of our state; and, be it further RESOLVED, That a copy of this Resolution be prepared for her as an expression of esteem from the Texas Senate.
