SENATE RESOLUTION NO. 26
In Memory
of
Jessie Payne Barbee
WHEREAS, The Senate of the State of Texas joins the citizens
of Dallas in mourning the loss of longtime civic activist and
educator Jessie Payne Barbee, who died July 25, 2005, at the age
of 71; and
WHEREAS, Born Jessie Payne on February 24, 1934, in
Kerens, Texas, she graduated from Park High School in Kerens and
earned a bachelor's degree from Paul Quinn College and a master's
degree from Texas Southern University; she was married to the
late Jesse Leo Barbee; and
WHEREAS, She was a part of the Dallas community for more
than 50 years and was an educator and a coach in the Grand Prairie
and Dallas Independent School Districts for more than 30 years;
after her retirement as an educator, she began to serve her
community on a full-time basis as a volunteer; she received
numerous commendations and awards for her community service over
the years; and
WHEREAS, A devout Christian, Jessie was a charter member of
Concord Missionary Baptist Church, where she was active in many
ministries and spent long hours working with senior citizens and
homebound members, conducting bible study, volunteering with the
nutritional center, and providing transportation for those in
need; and
WHEREAS, She made mission trips to Zimbabwe, Africa, and
Haiti and participated in the Greater Dallas Prayer Ministry,
Church Women United, Senior Citizens of Greater Dallas, and the
Dallas Area Agency on Aging; she was a supporter of the
Susan G. Komen Breast Cancer Foundation and the African American
Museum; she was a life member of the National Council of Negro
Women and the National Association for the Advancement of Colored
People; and
WHEREAS, Throughout her life, Jessie was concerned about
the quality of life for women; she was a member of Peacemakers,
Incorporated, and worked on the planning committee for the 1999
International Global Women's Conference in Dallas; and
WHEREAS, Beloved and respected for her hard work on behalf
of others, Jessie Barbee enriched the lives of all who knew her
through her love and compassion, her warmth and kindness, and her
enthusiasm for living each day to the fullest; and
WHEREAS, She was a devoted mother and grandmother, and she
leaves behind memories that will be treasured forever by her
family and many friends; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
79th Legislature, 2nd Called Session, hereby extend sincere
condolences to the bereaved family of Jessie Payne Barbee: her
daughters, Winsor and Tahnee; and her beloved granddaughter,
Amber; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
her family as an expression of deepest sympathy from the
Texas Senate, and that when the Senate adjourns this day,
it do so in memory of Jessie Barbee.
