SENATE RESOLUTION NO. 121
WHEREAS, The Senate of the State of Texas takes pleasure in recognizing Dr. Glen I. Bounds on the occasion of his retirement as president of the Dallas County Community College District's Bill J. Priest Institute for Economic Development; and WHEREAS, The institute serves as headquarters for programs designed to stimulate and support the economic development of Dallas County; Dr. Bounds was named the institute's provost in 1988, and his title was changed to president in 1998; and WHEREAS, Dr. Bounds was a high school biology teacher for three years and then spent four years in biochemical sales and marketing; he returned to the field of education as an instructor at El Centro College in 1969; he later held various administrative positions in the Dallas County Community College District, ranging from division chair of Science and Mathematics to dean of Instruction at Mountain View College; he also served as vice president of Instruction at North Lake College; and WHEREAS, In 1985, Dr. Bounds was appointed provost of the Business and Professional Institute, one of the five programs now headquartered in the Priest facility; the Small Business Development Center was placed under his supervision in 1986, and three years later, he assumed responsibility for the Job Training Center, funded by the Jobs Training Partnership Act; and WHEREAS, He also was responsible for implementation of the Business Incubation Center, the International Small Business Development Center, the Technology Assistance Center, and the Center for Government Contracting; and WHEREAS, Since 1992, the Bill J. Priest Institute has followed the Quality Texas Foundation criteria for achieving and sustaining excellence in performance, quality, and customer satisfaction, a program patterned after the Malcolm Baldrige National Quality Award; in 2002, the institute succeeded in earning the Texas Award for Performance Excellence; and WHEREAS, Dr. Bounds is currently a member of the board of directors of the Quality Texas Foundation and previously served two years as a Texas Quality Award examiner; and WHEREAS, Dr. Glen I. Bounds is well known for his resourcefulness and his expertise in his field, and his leadership at the Bill J. Priest Institute for Economic Development will be greatly missed; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 79th Legislature, 2nd Called Session, hereby commend Dr. Glen I. Bounds for his valuable contributions to the Dallas County Community College District's Bill J. Priest Institute for Economic Development and extend to him best wishes for the future; and, be it further RESOLVED, That a copy of this Resolution be prepared for him as an expression of esteem from the Texas Senate.
