LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATURE 2nd CALLED SESSION - 2005

July 26, 2005

TO:
Honorable Frank Madla, Chair, Senate Committee on Intergovernmental Relations

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
SB22 by Madla (Relating to highway signs for certain businesses related to agriculture.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code by adding Section 391.097 to include provisions and specifications for a major agricultural interest sign program. The bill would require the Texas Department of Transportation (TxDOT) to contract with an individual, group, or firm to erect and maintain agricultural interest signs. The bill would require the contract to include provisions for the assessment of fees to be paid by an establishment of major agricultural interest to the contractor and the remittance of 10 percent of the collected fees to TxDOT. Section 391.097 would expire on December 31, 2006.

Based on the analysis of TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

The bill would take effect December 1, 2005.

Local Government Impact

No fiscal implication to units of local government is anticipated.
