No significant fiscal implication to the State is anticipated.

The bill amends Subtitle H, Title 2, Health and Safety Code, to ban human cloning for any purposes. It allows for other types of cloning research and provides that anyone who intentionally engages in human cloning commits a felony of the first degree. The bill also prohibits the sale or or purchase of a human oocyte or unfertilized blastocyst.

The Office of the Attorney General assumes that any new complaints, investigations, or cases arising from the bill would be absorbed by current agency resources.

The Department of State Health Services indicates that the bill would have no fiscal impact on the agency.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
