Amend CSHB 3 as follows:                                                     

	(1)  On page 32, line 2, strike "and";                                  

	(2)  On page 32, line 3, strike the period and substitute "; 

and";    

	(3)  On page 32, between lines 3 and 4, insert:                                

		"(13)  labor costs, costs of materials, and any other 

costs expended in the development, construction, operation, or 

maintenance of a pipeline to transfer water between basins"
