BACKGROUND AND PURPOSE

 

Following the Governor's veto of appropriations for the Texas Military Facilities Commission (TMFC) for the 2006-07 biennium, the Governor issued Executive Order RP 46 directing the Adjutant General's Department (AGD) to assume some of the responsibilities of the TMFC.  However, the AGD was not appropriated additional funds to manage these additional responsibilities.  House Bill 117 provides a supplemental appropriation the AGD to carry out the duties formerly handled by the TMFC.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

House Bill 117 appropriates the following amounts to the AGD for the purpose of the department assuming the responsibilities of the TMFC:

On passage, or if the Act does not receive the necessary vote, the Act takes effect on the 91st day after adjournment.
