AUTHOR'S/SPONSOR'S STATEMENT OF INTENT
Currently the Irma Lerma Rangel School of Pharmacy is administered by Texas A&M University--Kingsville. H.B. 154 transfers administration of the Representative Irma Lerma Rangel School of Pharmacy to the Texas A&M Health Sciences Center, keeping the college on track to open to its first class in the autumn of 2006.
RULEMAKING AUTHORITY
SECTION BY SECTION ANALYSIS
SECTION 1. (a) Provides that the purpose of this Act is to transfer the administration of the Irma Rangel School of Pharmacy from Texas A&M University--Kingsville to The Texas A&M University System Health Science Center.
(b) Requires the board of regents of The Texas A&M University System (board) to provide for the transfer of any property or personnel between institutions of the system as the board considers appropriate to effectuate the transfer of the school of pharmacy.
(c) Authorizes the board to provide that any bonds authorized or issued before the effective date of this Act for the benefit of the Irma Rangel School of Pharmacy as a component institution of Texas A&M University--Kingsville become the obligation of The Texas A&M University System Health Science Center.
SECTION 2. Amends Chapter 86, Education Code, by adding Subchapter H, as follows:
SUBCHAPTER H. THE TEXAS A&M UNIVERSITY SYSTEM HEALTH SCIENCE CENTER IRMA RANGEL SCHOOL OF PHARMACY
Sec. 86.991. IRMA RANGEL SCHOOL OF PHARMACY. Authorizes the board to maintain a school of pharmacy in Kleberg County as a component of The Texas A&M University System Health Science Center. Requires the school to be known as the Irma Rangel School of Pharmacy. Requires the primary building in which the school is operated to include "Irma Rangel" in its official name.
Sec. 86.992. COURSES AND DEGREES. Authorizes the board to prescribe courses leading to customary degrees offered at other leading American schools of pharmacy and to award those degrees.
SECTION 3. Repealer: Section 87.303 (Irma Rangel School of Pharmacy), Education Code.
SECTION 4. Effective date: upon passage or September 1, 2006.
