BACKGROUND AND PURPOSE

 

Currently the Irma Lerma Rangel School of Pharmacy is administered by the Texas A&M University--Kingsville.  HB 154 transfers administration of the Representative Irma Lerma Rangel School of Pharmacy to the Texas A&M Health Sciences Center, keeping the college on track to open to its first class in the autumn of 2006.

 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

Clarifies the intent of the legislation and instructs the A&M University System to transfer all property, personnel, and obligations of the College of Pharmacy to the Health Sciences Center.

 

Gives statutory authority for the Texas A&M System to operate the Representative Irma Rangel College of Pharmacy in Kingsville, and authorizes the facility to offer courses and degrees comparable to other colleges of pharmacy.

 

This Act takes effect immediately on a two-thirds vote of each house.  Otherwise, the Act takes effect on September 1, 2006.
