BACKGROUND AND PURPOSE
The Vietnam Veterans Memorial serves as a testament to the sacrifice of American military personnel that served during the Vietnam War. The Vietnam Veterans Memorial accomplishes this goal through the three components that comprise the memorial: the Wall of names, the Three Servicemen Statue and Flagpole, and the Vietnam Women's Memorial. In 2003, Congress authorized construction of a Vietnam Veteran Memorial Visitors Center and for the past few years, groups have been raising money from private organizations to make this happen. However, Congress must approve the final plans, including site selections and a time schedule.
The Vietnam Veterans Memorial Visitors Center Deadline Enforcement Act in Congress now. HCR 43 memorializes Congress to enact this legislation in order to finalize the process to construct this much needed Visitors Center.

It is the committee's opinion that this resolution does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
