A BILL TO BE ENTITLED
AN ACT
relating to making an appropriation for the purpose of providing school district ad valorem tax rate relief. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. (a) The amount of $2.4 billion is appropriated to the comptroller of public accounts out of the general revenue fund for the state fiscal year ending August 31, 2007, for distribution to the school districts in this state for the sole purpose of providing school district ad valorem tax rate relief. (b) The comptroller may expend and distribute the money only: (1) in accordance with a final plan for the distribution of the money appropriated by this Act; and (2) with the prior approval of the Legislative Budget Board and the governor. (c) The comptroller of public accounts shall as soon as possible develop the plan for the distribution of the money appropriated by this Act and send the plan to the governor and the Legislative Budget Board for review and comment. SECTION 2. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2006.
