CONCURRENT RESOLUTION
WHEREAS, It is the duty of the federal government to protect
the national security of United States citizens, and illegal
immigration poses a legitimate threat to our national security; and
WHEREAS, Existing immigration laws are not sufficiently
effective at stopping illegal aliens from crossing our borders, as
evidenced by the fact that a growing number of illegal aliens
currently living in the United States have come into the country
since the year 2000; and
WHEREAS, Estimates show that well over a million of the
country's illegal immigrants currently reside in the State of
Texas, accounting for approximately five percent of the entire
state population; and
WHEREAS, The State of Texas is required by federal law to
educate all children in the state, regardless of their legal
status; and
WHEREAS, The federal government does not appropriate any
funds to the State of Texas to cover the cost of educating children
of illegal immigrants, thereby placing a significant economic
burden on our local communities, increasing the state's cost of
public education, and taking away limited state education dollars
from the children of native-born Texas parents; and
WHEREAS, Illegal immigrants often use Texas hospitals and
emergency rooms as their primary care facilities, increasing the
health care costs borne by local municipalities, which are, in
turn, passed on to the taxpayers of Texas; and
WHEREAS, Federal law does not require adequate background
checks for immigrant workers, and the proliferation of illegal
aliens working for businesses in Texas depresses wage levels and
results in lower incomes for Texas citizens, leading to less
spending and causing the state to lose significant amounts of tax
dollars; now, therefore, be it
RESOLVED, That the 79th Legislature of the State of Texas,
3rd Called Session, hereby respectfully urge the Congress of the
United States to pass meaningful immigration reform legislation
that protects the national and economic security of Texas citizens
by securing our borders and assisting the State of Texas with the
economic burdens that are associated with illegal immigrants; and,
be it further
RESOLVED, That the Texas secretary of state forward official
copies of this resolution to the president of the United States, to
the speaker of the house of representatives and the president of the
senate of the United States Congress, and to all the members of the
Texas delegation to the congress with the request that this
resolution be officially entered in the Congressional Record as a
memorial to the Congress of the United States of America.
