HOUSE CONCURRENT RESOLUTION
WHEREAS, The Vietnam War was a defining event for an entire
generation of Americans, and time has not diminished the importance
of honoring the sacrifice and service of the men and women who
participated in that conflict and the importance of educating
subsequent generations about that sacrifice; and
WHEREAS, The Vietnam Veterans Memorial serves as a testament
to the ultimate sacrifice made by the more than 58,000 men and
women, including more than 3,400 Texans, who died or remain missing
and an important monument to all who answered the call to serve in
the longest war in U.S. history; and
WHEREAS, In 2003, Congress authorized the construction of the
Vietnam Veterans Memorial Visitor Center to allow the memorial
site's more than 4.4 million annual visitors to enhance a profound
and patriotic educational experience by focusing on the
significance of the memorial in honoring the courage of the men and
women who served this country and in healing the deep societal
divisions resulting from the Vietnam War; and
WHEREAS, Despite Congressional recognition of the need for
such a facility, progress on the visitor center has encountered a
number of lengthy delays, resulting in no approved site for the
center, hampering the ability of the Vietnam Veterans Memorial Fund
to fulfill its mission to educate people about the service and
sacrifice of Vietnam Veterans; and
WHEREAS, The Vietnam Veterans Memorial Visitor Center
Deadline Enforcement Act provides congress an opportunity to honor
its commitment to Vietnam Veterans by specifying a location for the
center's site and a deadline for approving the location; now,
therefore, be it
RESOLVED, That the 79th Legislature of the State of Texas,
3rd Called Session, hereby respectfully urge the Congress of the
United States to enact the Vietnam Veterans Memorial Visitor Center
Deadline Enforcement Act; and, be it further
RESOLVED, That the Texas secretary of state forward official
copies of this resolution to the president of the United States, to
the speaker of the house of representatives and the president of the
senate of the United States Congress, and to all the members of the
Texas delegation to the congress with the request that this
resolution be officially entered in the Congressional Record as a
memorial to the Congress of the United States of America.
