CONCURRENT RESOLUTION
WHEREAS, The safety and well-being of the children of Texas is of concern to all our citizens; and WHEREAS, According to the U.S. Department of Justice, more than 800,000 children are reported missing each year; and WHEREAS, Since 1983, May 25th has been recognized as National Missing Children's Day, and this occasion provides an opportunity to renew efforts to reunite missing children with their families and make child protection a national priority; and WHEREAS, In Texas, the Laura Recovery Center of Friendswood has done much to aid parents of missing children, working to establish emergency preparedness action plans in every community, fostering a Triangle of Trust among family members, citizens, and law enforcement, and improving the response time critical to recovering missing children; and WHEREAS, Named for Laura Kate Smither of Friendswood, who was abducted and killed in 1997, the center also provides education to the public and to citizens faced with a missing child, and it offers tactical support in recovery efforts; and WHEREAS, Children are our state's most precious resource, and those individuals who devote their time and talents to their protection are indeed deserving of our deepest respect and gratitude; now, therefore, be it RESOLVED, That the 79th Legislature of the State of Texas, 3rd Called Session, hereby designate May 25, 2006, as Missing Children's Day in Texas in memory of Laura Kate Smither and commend the exceptional efforts of the Laura Recovery Center in Friendswood.
