R E S O L U T I O N
WHEREAS, A delegation from the Ministry of Justice of the Republic of Poland came to Texas in May 2005 to examine various aspects of the state's criminal justice system; and WHEREAS, In response to an invitation by the Correctional Management Institute of Texas at Sam Houston State University, Polish judges and probation officials visited several sites to observe the state's probation practices and court procedures; and WHEREAS, Subsequently, on September 30, 2005, in Pila, Poland, the Texas Probation Association and the Probation Officer's Association of Wielkopolska, Poland, entered into a mutual cooperative agreement; the Judicial Advisory Council to the Texas Board of Criminal Justice endorsed this partnership on October 21, 2005, in a resolution that also encouraged the formation of similar agreements with other countries; the council offered its support to the Polish judiciary in its development of a comprehensive, efficient, and effective probation system; and WHEREAS, It is of great benefit to the State of Texas for probation officials in this state to engage with probation officials in Poland to exchange information about working methods and professional training while promoting, sharing, and supporting experiences on all initiatives related to the probation profession; moreover, the development of a dialogue and contacts between the judiciaries of Texas and Poland benefits the state by promoting a better understanding of the criminal justice system in both places that may lead to improvements in their probation services and other facets of the criminal justice system; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature, 3rd Called Session, hereby endorse and support the cooperative agreement between the State of Texas and the Republic of Poland, congratulate each organization for its professional efforts, and encourage the development of similar agreements with other countries; and, be it further RESOLVED, That an official copy of this resolution be prepared for the Ministry of Justice of the Republic of Poland and the Probation Officer's Association of Wielkopolska as an expression of high regard by the Texas House of Representatives.
