H.R. No. 246
R E S O L U T I O N
WHEREAS, Clemon L. Montgomery of Fredricksburg has dedicated
his professional life to supporting agriculture in the Lone Star
State, and his efforts have benefited countless Texans; and
WHEREAS, A native of Sweetwater, Mr. Montgomery served his
country with distinction as a member of the U.S. Navy before
attending Sam Houston State University, where he earned a
bachelor's degree in agriculture and a master's degree in
education; he later pursued graduate studies at Texas Tech
University in Lubbock; and
WHEREAS, In 1950, he was hired as an instructor for the
Veterans' On-the-Farm Training Program and soon after was named
chair of the Lamesa High School vocational agriculture department,
for which he developed and operated educational programs for more
than 150 students; and
WHEREAS, Mr. Montgomery went on to hold a number of other
notable positions, serving as area supervisor of vocational
agriculture in West Texas, state executive secretary of the FFA,
and regional sales manager and coordinator of agricultural research
and development for Tenneco, Inc.; and
WHEREAS, In 1969, this esteemed gentleman began a tenure with
the Texas Department of Agriculture; appointed as director of the
Texas Agricultural Products Program, he worked with commodity
groups and agricultural leaders to create broader markets and
exposure for state farm and ranch production; five years later, he
became a state administrator, planning and directing enforcement
and service work on the county level; in 1978, he earned the
position of chief deputy to the commissioner of agriculture, a role
in which he was responsible for the implementation of all
activities of the agency, including enforcement of nearly 300 laws
by more than 600 employees; in addition to overseeing 12 district
supervisors and their workforces, his duties included serving as
department liaison to the Texas Legislature and state agricultural
groups; and
WHEREAS, After his retirement from state employment in 1982,
Mr. Montgomery assumed the role of associate vice president of the
Texas Federation of Cooperatives and later served as executive vice
president of the Texas Cottonseed Crushers Association; he has
worked with Agriculture Workers Auto Insurance since 1989 and
currently serves the group as board chair; and
WHEREAS, Mr. Montgomery has shared his extensive knowledge
and experience with several related organizations as well, serving
as chair of the Texas Agricultural Council and the Texas
Agricultural Forum and president of the Texas FFA Alumni
Association, Vocational Agriculture Teachers, and the Texas
Professional Agricultural Workers Association, to name but a few;
and
WHEREAS, His contributions have earned him many
well–deserved accolades; honored for outstanding achievements in
agriculture by both the Texas Legislature and the U.S. Department
of Agriculture, he received the Texas Forestry Association
Distinguished Service Award and became the first person inducted
into the FFA Hall of Fame; and
WHEREAS, For more than half a century, Clemon Montgomery has
worked to enhance the Lone Star State's reputation as an
agricultural leader, and the state is all the better for his
dedication and vision; now, therefore, be it
RESOLVED, That the House of Representatives of the 79th Texas
Legislature, 3rd Called Session, hereby commend Clemon L.
Montgomery for his contributions to agriculture in the State of
Texas and extend to him best wishes for the future; and, be it
further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Montgomery as an expression of high regard by the
Texas House of Representatives.
