H.R. No. 332
R E S O L U T I O N
WHEREAS, Colonel Glenn E. Ballard is retiring from the United
States Army in June 2006, and throughout his 29-year career in the
military he has rendered exceptional service to this country; and
WHEREAS, Since September 2001, Colonel Ballard has commanded
the 12th Battalion (CAS3), 6th Brigade, 95th Division (IT); in that
post, he has overseen Combined Arms and Services Staff School
(CAS3) instruction in nine states: Texas, New Mexico, Oklahoma,
Arkansas, Louisiana, Missouri, Kansas, Nebraska, and Iowa; and
WHEREAS, This distinguished officer joined the army in 1970
and received a commission the following year as a first lieutenant;
assigned as an occupational therapist to the Medical Specialist
Corps, he served at Letterman Army Medical Center in San Francisco
and at Madigan Army Medical Center in Tacoma, Washington; and
WHEREAS, After a short break from active service, he joined
the 3457th Medical Training Center in Houston to learn military
teaching techniques and to supervise the training at the 91C
school; he then worked as an S-3 assistant at the 330th General
Hospital in Memphis, Tennessee, before taking a second break from
active duty; and
WHEREAS, Colonel Ballard reenlisted and received a promotion
to major in 1989; his new assignment took him to the 94th General
Hospital in the Dallas area, where he served as the hospital's
movement officer until 1997; in 1991 he deployed to Germany, when
the hospital was activated in support of Operation Desert Storm,
and in 1992 he was promoted to lieutenant colonel; and
WHEREAS, Certified as a CAS3 instructor in 1997, Colonel
Ballard became the training director for Arkansas one year later
and held that post until assuming his present office; and
WHEREAS, A graduate of The University of Texas Medical
Branch, where he earned a B.S. in the Occupational Therapy School,
Colonel Ballard also holds an M.A. in behavioral science from the
University of Houston at Clear Lake; and
WHEREAS, Glenn Ballard is the husband of Paige Rhinehart and
the father of a son, Jason; and
WHEREAS, The awards and decorations conferred on Colonel
Ballard include the Meritorious Service Medal, Army Commendation
Medal with four Oak Leaf Clusters, National Defense Service Ribbon,
Armed Forces Reserve Medal, Army Service Ribbon, and Army Overseas
Service Ribbon; and
WHEREAS, During Colonel Ballard's tenure as commander of the
12th Battalion, he has been instrumental in shaping one of the
army's most respected training programs for staff officers, and
through his deep devotion to this country and his consummate
professionalism, he has embodied the highest ideals of the United
States armed forces; now, therefore, be it
RESOLVED, That the House of Representatives of the 79th Texas
Legislature, 3rd Called Session, hereby honor Colonel Glenn E.
Ballard on the occasion of his retirement from the United States
Army and extend to him deep appreciation for his exemplary military
service; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Colonel Ballard as an expression of high regard by the
Texas House of Representatives.
