R E S O L U T I O N
WHEREAS, The Ysleta Independent School District in El Paso was awarded a 2005 Project CHANGE Jacob K. Javits Gifted and Talented Grant from the United States Department of Education and will celebrate the accomplishment with a special ceremony on May 23, 2006; and WHEREAS, This much-sought-after national grant is one of only 14 awarded for the year and is intended to promote projects and educational strategies to meet the needs of gifted and talented students, particularly those who are economically disadvantaged and have limited proficiency in English; and WHEREAS, The only school district in Texas to receive a Project CHANGE grant, Ysleta is poised to make important advances in the way that gifted and talented students are educated; among a number of other critical goals, the school district plans to use its project funds to identify and assist a greater number of students who have limited aptitude in English and will also implement instructional programs that promote critical thinking; and WHEREAS, The methods of the Ysleta administrators are built upon the idea that the entire community needs to be involved in mentoring those students who have special abilities; toward this end, their programs will call on members of professional organizations in addition to academic experts and parents; and WHEREAS, The future of our state and nation is in the hands of impassioned educators like those from Ysleta ISD who recognize the power of education and high standards, and programs developed from this Project CHANGE grant will contribute immeasurably to the achievements of El Paso students and will undoubtedly provide a model that will deserve replication in schools across the country; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature, 3rd Called Session, hereby congratulate the Ysleta Independent School District for receiving a 2005 Project CHANGE Jacob K. Javits Gifted and Talented Grant and extend sincere best wishes to all involved for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for the school district as an expression of high regard by the Texas House of Representatives.
