H.R. No. 364
R E S O L U T I O N
WHEREAS, After 37 years of outstanding service to Sul Ross
State University, Dr. Bob Pannell retired from his position with
the school's Rio Grande College at the conclusion of the fall 2005
semester; and
WHEREAS, A native of Denton, this distinguished educator
received his bachelor's degree in biology from the University of
North Texas in 1962; after a brief tenure as a science teacher with
the Victoria Independent School District, he returned to UNT to
earn a master's degree in school administration and a doctorate in
education; and
WHEREAS, Soon thereafter, Dr. Pannell joined the faculty of
Sul Ross State University as an assistant professor of education;
during his 20-year career at the Alpine campus, he also served as
director of student teaching and field experience, director of
off-campus study programs, assistant vice president for academic
affairs, and graduate dean; and
WHEREAS, In 1990, Dr. Pannell accepted a position with the
university's Rio Grande College, initially serving as a member of
the education department faculty and director of the Eagle Pass
center; he has been highly instrumental in the implementation of a
number of positive changes at the school, including the
construction of a new facility and the expansion of the curriculum
and class schedule; in 1989, he was recognized by his students and
peers with the Outstanding Faculty Award; and
WHEREAS, Dr. Pannell has further distinguished himself
through his involvement for nearly four decades with the Texas
Association of Teacher Educators, National Council for College
Teacher Educators, Association of Supervision and Curriculum
Development, and Phi Delta Kappa, and he has encouraged his
students and new teacher candidates to also become involved with
professional organizations; and
WHEREAS, An inspiration to all who know him, Bob Pannell may
reflect with great pride on his remarkable tenure; while he is
deeply missed at the university, the knowledge and passion he has
imparted to future teachers over the course of his career will
undoubtedly benefit countless students in classrooms across the
Lone Star State for years to come; now, therefore, be it
RESOLVED, That the House of Representatives of the 79th Texas
Legislature, 3rd Called Session, hereby congratulate Dr. Bob
Pannell on his retirement from Sul Ross State University and
commend him on his exemplary tenure in the field of education; and,
be it further
RESOLVED, That an official copy of this resolution be
prepared for Dr. Pannell as an expression of high regard by the
Texas House of Representatives.
