H.R. No. 367
R E S O L U T I O N
WHEREAS, Memories of a life filled with joyful times and
meaningful achievements may comfort the family and friends of Dr.
James T. Mancill of El Paso, who passed away on April 16, 2006, at
the age of 76; and
WHEREAS, Born to Merrle and Euna Mae Kirkpatrick Mancill in
Big Spring on December 9, 1929, Dr. Mancill earned a bachelor's
degree from Sul Ross State University, a master's degree from Texas
Wesleyan College, and a doctorate in educational administration
from Texas Tech University; and
WHEREAS, This accomplished educator devoted his professional
life to teaching at junior high and high schools in Azle, Arlington,
Robert Lee, and Colorado City and serving as principal of
Shallowater Elementary, as assistant superintendent in Alpine, as
director for media services, director for instructional services,
and division administrator and director of the Division of Special
Education for the Region XIX Education Service Center in El Paso,
and as an associate professor of education at Sul Ross State
University; and
WHEREAS, Dr. Mancill was a member of numerous organizations,
including the Texas State Teachers Association, the National
Education Association, the Texas Association of School
Administrators, Phi Delta Kappa, and the Texas Association of
Educational Technology; moreover, he gave of his time and talents
to the Texas Council of Administrators of Special Education,
American Association of Supervisors and Curriculum Directors,
Texas Professors of Educational Administration, and Texas
Association of College Teachers; and
WHEREAS, In addition, Dr. Mancill demonstrated a firm
commitment to his community and was actively involved with the Boy
Scouts of America, the Lions Club, the Rotary Club, the Masons of
Texas, and his church; and
WHEREAS, Those fortunate enough to have known James Mancill
will remember his dedication to his profession and his love for his
family; although he will be sorely missed, his legacy will live on
in the hearts of the many individuals whose lives he touched; now,
therefore, be it
RESOLVED, That the House of Representatives of the 79th Texas
Legislature, 3rd Called Session, hereby pay tribute to the life of
Dr. James T. Mancill and extend deepest sympathy to the members of
his family: to his wife of 56 years, Peggy L. Mancill; to his son,
Mickey Mancill, and his wife, Luz; to his grandson, Michael James
Mancill; and to the other family members and many friends of this
esteemed gentleman; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for his family and that when the Texas House of
Representatives adjourns this day, it do so in memory of Dr. James
T. Mancill.
