R E S O L U T I O N
WHEREAS, The Honorable Joe B. Garcia is retiring in December 2006 from his position as constitutional court judge of Brooks County, bringing to a close an outstanding career in government service; and WHEREAS, This esteemed public servant attended Texas A&I University, where he earned a bachelor's degree in education in 1968 and a master's degree in school and business administration in 1974; after teaching school for six years, he became a probation supervisor for the 79th Judicial District and has continued to build an impressive record of public service ever since; and WHEREAS, Inspired by the example of his father, who was also an elected public servant, Judge Garcia has served multiple terms as constitutional court judge, including 1979 through 1990, 1995 through 1999, and 2003 through 2006; in addition, he has held positions as municipal court judge, regional education director for the Texas Youth Commission, Brooks County auditor, and Brooks County ISD school trustee; and WHEREAS, Judge Garcia has also shared his time and talents as a member of many organizations, including the Coastal Bend MHMR Board, Coastal Bend Workforce Development Board, Council of Government, Veterans' Land Board, Brooks County Appraisal Board, Brooks County Juvenile Board, and Brooks County High School Site Based Committee; moreover, he was a gubernatorial appointee to the Regional Review Committee and the Texas Intergovernmental Committee; and WHEREAS, During his exemplary tenure with the court, Judge Garcia has enjoyed the love and support of his wife, Elma Garcia, with whom he has shared 39 years of marriage, and his children, Joseph Garcia and his wife, Lina Garcia, and Lucy and Ruby Garcia; and WHEREAS, Through the years, Joe Garcia's tireless dedication and capable leadership have made a positive and lasting difference in Brooks County, and it is indeed a pleasure to recognize him as he embarks on a new chapter in his life; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature, 3rd Called Session, hereby congratulate Judge Joe B. Garcia on the occasion of his retirement as constitutional court judge of Brooks County and extend to him deep appreciation for his outstanding public service; and, be it further RESOLVED, That an official copy of this resolution be prepared for Judge Garcia as an expression of high regard by the Texas House of Representatives.
