R E S O L U T I O N
WHEREAS, Ned C. Muse retired as city manager of Pittsburg in 2006 after rendering two decades of exceptional service to that community; and WHEREAS, Since becoming the chief administrative officer for Pittsburg in August 1986, Mr. Muse has developed and implemented a comprehensive planning and zoning ordinance and a city-wide capital improvement process, directed the city's transition from a groundwater system to a combination groundwater and surface-water system, and overseen the adoption and implementation of an economic development sales tax program; and WHEREAS, He has also played an instrumental role in the success of the Pittsburg Main Street Program, an undertaking that promotes economic development through historic preservation; with his support and leadership, Pittsburg has developed Pendergrass Park, preserved its old railroad depot and reopened it as a museum, developed the Farmstead Museum and Country Store, won the Texas Downtown Association's Best Adaptive Reuse Award for the city's Northeast Texas Rural Heritage Center and Museum, and generated more than $5 million in private-sector investment in the downtown historic district; and WHEREAS, In addition to serving as Pittsburg city manager, Mr. Muse has held the office of executive director of the Pittsburg Economic Development Corporation and served as an associate instructor in political science at Northeast Texas Community College in Mt. Pleasant; and WHEREAS, This esteemed Texan has given unstintingly of his time and talents to a number of vital community organizations, holding leadership positions with the East Texas Medical Center-Pittsburg, Whatley Center for the Performing Arts, Camp County Arts Council, Northeast Texas Rural Heritage Center and Museum, and Pittsburg Rotary Club; he has also served as a trustee of the Texas Municipal League Intergovernmental Employees Benefit Pool; and WHEREAS, Mr. Muse attended Texas A&M University, earning a bachelor's degree in business in 1969 and a master's degree in urban and regional planning in 1971; he began his career with the City of Texarkana, where he rose to the office of assistant city manager; from 1979 until moving to Pittsburg, he served as assistant executive director of the Ark-Tex Council of Governments; and WHEREAS, The Texas Historical Commission has recognized Mr. Muse with its Anice B. Read Award of Excellence in Community Heritage Development, and he has also been honored as the Pittsburg-Camp County Man of the Year; and WHEREAS, In his retirement, Mr. Muse plans to continue teaching, do some consulting work, as well as spend more time with his wife, Margaret Haak-Muse, with whom he is celebrating a 26-year wedding anniversary on May 24, 2006; and WHEREAS, Throughout his career, Ned Muse has embodied the highest standards of public service, and his outstanding accomplishments will continue to improve the quality of life of his fellow Texans for years to come; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature, 3rd Called Session, hereby commend Ned C. Muse for his exemplary service as city manager of Pittsburg and extend to him sincere best wishes for continued success in all his endeavors; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Muse as an expression of high regard by the Texas House of Representatives.
