R E S O L U T I O N
WHEREAS, Beth Wheeler Fox has been named the Texas Librarian of the Year for 2006 by the Texas Library Association, and this most deserved honor provides an ideal time to recognize this esteemed woman and the myriad contributions she has made to her community and libraries across the Lone Star State; and WHEREAS, Holding a library science degree and extensive experience in public, special, and college facilities, Ms. Fox accepted responsibilities as director of the Westbank Community Library in 1983; and WHEREAS, Dedicated to transforming the then one-room facility into a state-of-the-art library, Ms. Fox recruited thousands of volunteers and contributors to help her accomplish her goal; the institution thrived under her leadership, and today it has been recognized as one of the best community libraries in the country and boasts a 5,000-square-foot building, an annual budget of $200,000, and a staff of 11; and WHEREAS, This notable Texan not only invested her time and talents in her own library but expanded her efforts to encompass the entire state; through hard work and determination, Ms. Fox helped to convince the Texas Legislature to enact laws establishing library districts, and this recognized authority on libraries and library districts has given of her time and talents as the owner and operator of the library advising corporation Beanstalk Consulting, Inc.; moreover, she is a regular featured speaker at seminars and conferences and has authored The Dynamic Community Library and Behind the Scenes of the Dynamic Library; and WHEREAS, Beth Fox is an eloquent advocate of literature and learning, and through her stewardship of the Westbank Community Library and her work in enriching community libraries across the state, she has indeed earned the lasting admiration and gratitude of her fellow Texans; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature, 3rd Called Session, hereby congratulate Beth Wheeler Fox on being named the 2006 Texas Librarian of the Year by the Texas Library Association and extend to her best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Ms. Fox as an expression of high regard by the Texas House of Representatives.
