R E S O L U T I O N
WHEREAS, With the close of the 79th Session, the Honorable Ruben W. Hope will be ending his service in the Texas Legislature, having represented his Montgomery County District 16 constituents, and indeed all Texans, with integrity and distinction for eight years; and WHEREAS, A member of the Texas House of Representatives since January 12, 1999, Representative Hope has addressed a wide range of challenging issues that have confronted the Lone Star State; his dedication to the residents of his district is well illustrated by his diligent work in the creation of a new Montgomery County Court at Law as well as the Lone Star Groundwater Conservation District; he has also made planning for the future a goal throughout his notable tenure on the Natural Resources Committee, which he serves as chair of budget and oversight; and WHEREAS, Recognizing that the children of Texas are another essential resource of this state, Representative Hope has long devoted himself to the topic of education, a subject in which he is well versed in part due to his previous service as vice president of the Conroe Independent School District Board of Trustees; and WHEREAS, Among the committees that have had the benefit of Representative Hope's insight and expertise have been Appropriations, Civil Practices, and the Select Committee on Public School Finance, and in each of these assignments he has demonstrated a willingness to tackle the hard work needed for effective government; and WHEREAS, Representative Hope earned his bachelor's degree and a law degree from The University of Texas at Austin, and he has served as assistant district attorney for Harris County and continues to maintain a law practice in Conroe; highly respected by his fellow lawyers, he has served as president of the Montgomery County Bar Association and was named attorney of the year by that group in 1991; and WHEREAS, The measure of a person can often be judged by the opinions of those who work alongside him, and in the case of Ruben Hope, the universal admiration and respect of his staff attests to a man of generosity, compassion, and honesty; these qualities are also exemplified in his community volunteerism, which is far-reaching; and WHEREAS, This respected legislator has exhibited inspired leadership that has made a profound difference in the lives of Texas citizens, and he may indeed reflect with pride on the myriad contributions he has made to the betterment of this state; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature, 3rd Called Session, hereby commend the Honorable Ruben W. Hope for his notable service as a member of this legislative body and extend to him, his wife, Francine, and their children and grandchildren warmest best wishes for continued success and happiness; and, be it further RESOLVED, That an official copy of this resolution be prepared for Representative Hope as an expression of high regard by his colleagues in the Texas House of Representatives.
