SENATE CONCURRENT RESOLUTION
WHEREAS, The Greater Houston Chapter of the Texas Society of
Professional Engineers named James D. Pitcock the 2006 Engineer of
the Year at the annual Engineer of the Year banquet on February 24,
2006; and
WHEREAS, A native of Tulsa, Oklahoma, and a 1950 graduate of
Texas A&M University, Doug Pitcock cofounded Williams Brothers
Construction Company, Incorporated, in 1955, and today he is the
owner, chairman of the board, and chief executive officer of the
company, which grosses more than $550 million annually and employs
over 2,400 people; and
WHEREAS, A recognized leader in the transportation industry,
specializing in highway design and construction, Mr. Pitcock has
served as the chair of the Houston Chamber of Commerce
transportation committee, the twice-elected president of the Texas
Highway Branch of the Associated General Contractors, and the
national president of the Associated General Contractors of
America; and
WHEREAS, This longtime Houston resident was appointed by
President Gerald Ford to serve on the National Transportation
Policy Study Commission; in addition, he was selected by Governor
Preston Smith to serve on the Texas State Board of Registration for
Professional Engineers and was named to the Texas 2000 Commission
and the Texas Deep Water Port Authority Commission by Governor
William P. Clements; and
WHEREAS, Mr. Pitcock has been further recognized with his
induction into the Texas Good Roads/Transportation Association's
Hall of Honor and the Texas A&M Texas Transportation Institute Hall
of Honor; moreover, he was named one of the Top 100 Design and
Construction Professionals of the 20th Century; and
WHEREAS, In all his endeavors, Mr. Pitcock has enjoyed the
love and support of his wife, Eleanor Hall "Puddie" Pitcock, and his
record of success and achievement can be seen throughout the state
and nation; now, therefore, be it
RESOLVED, That the 79th Legislature of the State of Texas,
3rd Called Session, hereby congratulate James D. Pitcock, Jr., on
being named 2006 Engineer of the Year and honor him for his
outstanding professional career; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Pitcock as an expression of high regard by the
Texas Senate and House of Representatives.
