SENATE RESOLUTION NO. 116
In Memory
of
Arthur Tom Cobb
WHEREAS, The Senate of the State of Texas joins the citizens of Harris County in mourning the loss of Arthur Tom Cobb, who died May 8, 2005, at the age of 79; and WHEREAS, Born March 5, 1926, in Ponca City, Oklahoma, Mr. Cobb worked for more than 33 years as an exploration geophysicist with Conoco, Incorporated; and WHEREAS, After his retirement in 1985, Mr. Cobb devoted much of his time and energy to issues involving the mentally ill; he and his wife, Elizabeth Ann, joined the National Alliance for the Mentally Ill in 1986, and he was the incorporator and first president of the Katy and Harris County Alliances for the Mentally Ill; and WHEREAS, Mr. Cobb was appointed to the board of trustees of the Mental Health and Mental Retardation Authority of Harris County, where he served from 1988 until 1999; and WHEREAS, During his tenure on the board, a number of significant accomplishments took place, including the opening of the NeuroPsychiatric Center in the Ben Taub Clinic facility; he served as vice chairperson of the board, as a member of the Board Legislative Committee, and as chair of the Board Resource Committee, and his leadership contributed greatly to the betterment of the lives of our state's mentally ill; and WHEREAS, Mr. Cobb received numerous awards for his contributions to the field of mental health, including the Helen Farabee Community Leadership Award; and WHEREAS, A man of courage, strength, and compassion, Mr. Cobb gave generously to others, and his wisdom, warmth, and valued counsel will not be forgotten by those who knew him; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 79th Legislature, 3rd Called Session, hereby extend sincere condolences to the bereaved family of Arthur Tom Cobb; and, be it further RESOLVED, That a copy of this Resolution be prepared for the members of his family as an expression of deepest sympathy from the Texas Senate, and that when the Senate adjourns this day, it do so in memory of Arthur Tom Cobb.
