SENATE RESOLUTION NO. 184
WHEREAS, The Senate of the State of Texas is pleased
to recognize Barbara Judith Cigarroa on the occasion of the
dedication of the Barbara Flores Cigarroa Library at the
Joaquin G. Cigarroa Middle School in Laredo; and
WHEREAS, Mrs. Cigarroa, the only daughter of
Emeterio Flores Jr. and Teresa Raymond, was born on
December 4, 1936, in Laredo, Texas; she married
Dr. Joaquin G. Cigarroa Jr., on October 29, 1954, and the
couple had five daughters and five sons; they now have
29 grandchildren and 14 nieces and nephews; and
WHEREAS, A longtime supporter of education, Mrs. Cigarroa
was educated by the Sisters of Ursuline Academy; a member of
the Blessed Sacrament Church, she is a past Confraternity of
Christian Doctrine teacher, and she reared her 10 children in
an atmosphere of love, discipline, and high moral values and
instilled in them a love of learning; building on the excellent
foundation laid by the public schools of Laredo, her children
have earned 22 undergraduate and graduate degrees from the
finest universities in the nation; and
WHEREAS, Mrs. Cigarroa and her husband have set a fine
example for their children, who have all achieved success in
their chosen professions; Patricia Cigarroa Keck is director
of nursing for the Laredo Independent School District;
Barbara Judith Cigarroa is an immigration lawyer for homeland
security in New York City; Francisco G. Cigarroa is a transplant
surgeon and president of The University of Texas Health Science
Center in San Antonio; Ricardo G. Cigarroa is a cardiologist and
director of Cigarroa Cardiovascular Institute; Jorge G. Cigarroa
is a petroleum engineer and owner of Cigarroa Dispatch Custom
Firm; and
WHEREAS, Carlos G. Cigarroa is a cardiologist and owner
of the soon-to-open Cigarroa Clinic; Gabriella G. Cigarroa is
partner and chief operations officer of Secure Solutions
International, Incorporated; Joaquin E. Cigarroa is a cardiologist
and chief of clinical cardiology at the University of Oregon
Medical School in Portland; Maria Elena Cigarroa Kennedy is
a lawyer in Austin; and Maria Isabel Cigarroa Heymach is a
journalist in Houston; Dr. and Mrs. Cigarroa can take great
pride in their children's many achievements; and
WHEREAS, Mrs. Cigarroa has been active in Laredo civic
affairs for many years; she has been a member of the Equestrian
Order of the Holy Sepulchre of Jerusalem since 1977, and she
received its prestigious Silver Palm of Jerusalem medal in 2004;
and
WHEREAS, She was inducted into the Women's Hall of Fame,
Commission for Women in 1997 and is also a Daughter of the Court
of Isabella and a member of the Pan American Round Table; she is
a past member of the Webb, Zapata, Jim Hogg County Women's
Medical Auxiliary; and
WHEREAS, It is truly fitting that Barbara Judith Cigarroa
be honored for her contributions to the civic life of Laredo;
now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
79th Legislature, 3rd Called Session, hereby commend
Barbara Judith Cigarroa for her many years of service to the
Laredo community; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
her as an expression of esteem from the Texas Senate.
