No fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $99,767.


The resolution would propose an amendment to Article VII, Sec. 17 of the Texas Constitution to allow the Legislature to continue appropriating funds to the Higher Education Fund after the fund balance of the Permanent Higher Education Fund reaches $2.0 billion. The resolution also renames several general academic institutions listed in the original constitution provision to reflect their current names.

The proposed amendment alone would have no fiscal impact on the state or units of local government. The legislation associated with this proposed constitutional amendment is SB 15.
