Amend CSHB 2 on page 6, line 5, after the period, insert:                    
	"(f) The legislature may not appropriate, for any biennium, 
an amount of state funds for the reading, math and science 
initiative that is less than the amount appropriated for these 
purposes in the preceding biennium, adjusted for student population 
growth. For the 2006-2007 biennium, the legislature may not 
appropriate an amount of state funds for the reading, math and 
science initiative that is less than the amount appropriated for 
these purposes in the 2002-2003 biennium, adjusted for student 
population growth."
