Amend the Elkins amendment to CSHB 2 (amendment packet page 
190) as follows:
	(1)  On page 1 of the amendment, between lines 23 and 24, 
insert the following:
	(c)  To the extent possible, the members appointed under 
Subsection (b) shall be appointed to reflect ethnic, racial and 
geographic diversity of the state.
	(2)  On page 1 of the amendment, line 24, strike "(c)" and 
substitute "(d)".
	(3)  On page 1 of the amendment, line 27, strike "(d)" and 
substitute "(e)".
	(4)  On page 2 of the amendment, line 1, strike "(e)" and 
substitute "(f)".
