Amend CSHB 2 on page 6, line 5, after the period, insert:                    
	"(f) The legislature may not appropriate, for any biennium, 
an amount of state funds for full day pre-Kindergarten programs 
that is less than the amount appropriated for these purposes in the 
preceding biennium, adjusted for student population growth. For the 
2006-2007 biennium, the legislature may not appropriate an amount 
of state funds for full day pre-Kindergarten programs that is less 
than the amount appropriated for these purposes in the 2002-2003 
biennium, adjusted for student population growth."
