Amend CSHB 2 as follows:
(1) In Section 2A.12 of the bill, in added Section

September 1, 2007. The commissioner may implement this section
only after complying with Section 39.0341.
(13) In Section 2C.15 of the bill (committee printing, page
39, between lines 27 and 28), insert the following:
Sec. 39.0341. STUDY OF METHOD OF MEASURING INDIVIDUAL
STUDENT GROWTH IN ACHIEVEMENT. (a) The commissioner shall conduct a
comprehensive study of methods of measuring individual student
growth in achievement on assessment instruments.
(b) The study shall include a determination of the
feasibility of implementing a method of measuring individual
student growth in achievement as described in Section 39.034(a), an
analysis of the anticipated effectiveness of the method as a
reliable measure of student achievement, and a comparison of
methods adopted by other states to measure individual student
growth in achievement on assessment instruments.
(c) The commissioner shall report the results of the study
to the legislature not later than December 1, 2006. This subsection
expires January 1, 2007.
