Amend CSHB 2 in Section 2C.25 of the bill, in added Section 
39.1321 (page 46, between lines 7 and 8), by inserting the following 
appropriately lettered subsection:
	( )  In selecting a managing entity under this section, the 
commissioner shall give preference to an entity that:
		(1)  meets any qualifications under this section; and                  
		(2)  has documented success in educating students from 
similar demographic groups and with similar educational needs as 
the students who attend the campus that is to be operated by a 
managing entity under this section.
