Amend CSHB 3 by adding the following new article and 
renumbering existing articles accordingly:

ARTICLE    . LEGISLATIVE INTENT
	SECTION     .01. It is the intent of the legislature that the 
benefits of any property tax relief or other reduction in tax to any 
company or business entity as a result of the changes in law made by 
this Act benefit the economy of this state and that the tax savings 
realized by any business entity be reinvested in this state.
