Amend CSHB 150 (house committee printing) as follows:                        

(1)  On page 1, line 6, strike "(c-1) and (c-2)" and 	substitute "(c-1), (c-2), and (c-3)".
	(2)  On page 1, between lines 18 and 19, insert the 
following:               
	(c-3) Subsections (c-1) and (c-2) do not apply to a 
municipality with a population of 1.5 million or more.
