	Amend CSHB 214 on Page 3, Line 14, by adding the following and 
renumbering the following sections accordingly:
		(21)  a county that has a population of 25,000 or less, 
whose territory is less than 750 square miles, and that has two 
incorporated municipalities, each with a population of 1,200 or 
less, in which one is located on the Frio River and the other on the 
Nueces River;
