Amend CSHB 440 on page 1, following line 10, by adding 
Subsection (f) to read as follows:
	"(f)  The incarceration of an obligor for failure to comply 
with a child support order is not a material and substantial change 
in circumstances for purposes of subsection (a) (1).  During 
incarceration for failure to comply with a child support order, the 
court shall not order that the obligor's child support obligation 
be abated, reduced or suspended."
