Amend HB 580 as follows:  on line 1-64, amend Section 353.003 
by inserting the following new subsection:

	
(d)  In relation to any hazardous material for which the 
county may provide hazardous material services under this chapter, 
a person who caused, suffered, allowed, or permitted the hazardous 
material to be leaked, spilled, released or abandoned is liable for 
the reasonable costs, damages, or expenses that are or have been 
incurred by the county or a third party for the management, 
handling, storage, and disposal of the material.
