	Amend HB 649 on page 1, lines 6-7 by striking SECTION 1 of the 
bill and substituting the following:
	SECTION 1. Section 222.103(h), Transportation Code, is 
amended to read as follows:
	(h) Money granted by the department each fiscal year under 
this section may not exceed $1.5 billion [$800 million]. This 
limitation does not apply to money required to be repaid.
