Amend HB 681 (Committee Printing) as follows:                                

(1)  On page 1, strike lines 5 and 6 and substitute the 	following:           
	SECTION 1.  Section 498.0045, Government Code, is amended by 
amending Subsection (a) and adding Subsection (a-1) to read as 
follows:
	(2)  On page 1, between lines 14 and 15, insert the 
following:               
	(a-1)  For purposes of this chapter, an application for a 
writ of habeas corpus is considered "frivolous" if brought for the 
purpose of abusing judicial resources.
