Amend CSHB 789 as follows:                                                   

(1)  On page 64, strike line 13 and substitute "throughout 	this state, including rural areas of this state.".
	(2)  On page 64, lines 20 and 21, strike "communities in this 
state is through innovation" and substitute "communities in this 
state, including rural communities, is through innovation".
