Amend Amendment No. 30 on page 1, line 19, by adding the 
following language after the colon:

provided, however, that the compensation owed to the municipally 
owned utility for such access shall, at a minimum, recover all costs 
including debt service incurred by the municipally owned utility in 
the provision of such access.
